MITIGATING CIRCUMSTANCES |
The following are circumstances which may mitigate or decrease the need for a
concentrated level of research and monitoring in an area.

to reported or observed continuation of massive human rights
violations which could be construed as pre-
genocidal -
very few incidents which could be construed as pre-genocidal
-
a recent effective peace accord
-
a recent effective cease fire
-
cessation of hostilities
-
the presence of UN or Internationally recognized or invited
third party forces -
the presence of UN or Internationally recognized or invited
third party observers -
the presence of a significant amount of human rights
organizations -
the presence of a significant amount of relief organizations

the presence of press coverage on the area
-
the active work of the UN Security Council on the resolution
of the issue -
the active work of regional players to resolve the issue
-
the active work of the national government to resolve the
issue -
the active work of conflict resolution, intervention and
prevention NGOs -
the re-establishment of essential services or a relatively
stable economy -
the resolution of the trigger and or the issue behind the
trigger for the instability -
the presence of reconciliation or truth commissions supported
by the general population of both groups in question -
the establishment of rule of law

the prosecution and punishment of heinous acts, crimes against
humanity, acts of genocide or other abuse under the domestic, regional or ICC
law -
the establishment of a form of democracy
